Howley, a Coventry graduate since 2009 and an EFL Championship Apprentice of the Season winner in 2021–22, had experienced first-team football at his boyhood club, making five senior appearances. Loan spells with Dundee (13 games in the Scottish Premiership) and Ayr United (10 appearances in the Championship of Scotland) gave him valuable experience

After being released by Coventry in May 2025, Howley impressed during a trial period at Bristol Rovers, including stepping in during a pre-season friendly against Chippenham Town—which helped earn him a deal

On 8 July 2025, Bristol Rovers confirmed Howley’s signing on a two-year contract, making him the eighth new addition to Darrell Clarke’s squad . The midfielder joins alongside other recent signings such as goalkeepers Luke Southwood and Brad Young, full-back Jack Sparkes, and midfielders Josh McEachran and Kamil Conteh
