Houston is the most “NHL-ready” city in North America. The league wants deeper roots in the southern U.S., and Houston checks every box.

2. Quebec City, Quebec

Why?

  • Extremely passionate fanbase

  • NHL-ready arena: Videotron Centre

  • Historic value — Nordiques nostalgia = instant merch and ticket sales

  • Government + corporate support already in place

Quebec City brings the same energy Winnipeg did when the Jets returned — only bigger. The rivalry with Montreal would be massive.
