Rules vs perception: why the Winnipeg Blue Bombers agreement to terms raises tampering questions
The CFL operates a little differently from most leagues, and its approach to free agency is a perfect example.
There was a time when teams were strictly prohibited from contacting players before the official opening of free agency.
That era is over. Now, the league allows what’s known as a legal tampering window, which has changed how deals get done.
While February 10 is technically the date free agency begins, communication between teams and pending free agents actually started earlier — on February 1.
This “legal tampering” period allows clubs to discuss contract terms with players, even though nothing can be formally signed until free agency officially opens. Winnipeg isn’t alone in taking advantage of this system; it’s now standard practice across the league.
Teams had until February 8 at noon EST to negotiate, but agreements in principle are happening well before the paperwork becomes official.

The Blue Bombers have already agreed to terms with four players, showing a more aggressive strategy than in past years.
Jake Ceresna
Winnipeg’s defensive scheme hasn’t always been attractive to defensive linemen who want to pile up stats, but Jake Ceresna appears to value winning over personal numbers. That mindset fits well with the Bombers’ culture.
A two-year deal works for both sides. Winnipeg is preparing for turnover along the defensive front, while Ceresna is returning from a knee injury that may have made other teams hesitant. Before that injury-shortened season, he had built a reputation as a reliable pass rusher, including a 12-sack campaign in 2023 and a long stretch of consistent production.
Tommy Nield
Receiver depth was an issue for Winnipeg in 2025, making Tommy Nield a logical addition. He’s coming off a Grey Cup championship season in Saskatchewan, where he posted career-best numbers despite missing time early in the year due to injury.
The financial terms aren’t public, but Winnipeg likely invested properly here. Last season showed that cutting costs doesn’t help if the roster lacks impact players. With several Bombers receivers entering free agency — and injuries clouding the futures of others — the team clearly needed reinforcements at the position.
Jarell Broxton
Veteran offensive lineman Jarell Broxton strengthens an already experienced group. At 32, he brings size and experience after multiple seasons out west. Interestingly, he originally signed with Winnipeg back in 2020 before that season was wiped out, so there’s familiarity on both sides. This move adds depth and stability to a unit built around established veterans and promising younger pieces.
Jonathan Moxey
Defensive back Jonathan Moxey is another smart addition. With over 80 CFL games of experience and versatility across multiple secondary positions, he fills an important need. Winnipeg’s defensive backfield faces potential departures in free agency, so adding a proven player now prevents the team from scrambling later.
A Shift in Philosophy
In previous offseasons, Winnipeg often took a wait-and-see approach. This year feels different. The Bombers are acting early, locking in talent, and addressing weaknesses before the market gets thin.
Final thoughts
Overall, Winnipeg’s proactive strategy suggests this isn’t a slow rebuild — it’s an assertive retool. There’s still work to do, but the direction is encouraging. A team that reached five straight Grey Cups doesn’t need a complete overhaul; it just needs the right adjustments.
And yes — Jake Ceresna’s trademark celebratory somersaults might soon be a familiar sight in Winnipeg.
