Canadian Football League commissioner Stewart Johnston confirmed rule changes and proposed modernization plans at the Winter Meetings
Canadian Football League commissioner Stewart Johnston outlined several confirmed rule changes and long-term proposals aimed at reshaping the league’s future.
One key change is the introduction of a 35-second play clock starting in 2026.

However, during the final three minutes of each half, teams will have just 20 seconds to snap the ball. Johnston said the goal is to maintain the CFL’s fast-paced identity while increasing accountability for officials.
Among the other major proposals:
-
Eliminating ties: After two overtime possessions, games could move to a “conversion shootout,” with teams alternating attempts from the three-yard line until a winner is decided.
-
Return adjustments: The spot for returning missed field goals or punts would move from the 30-yard line to the 40-yard line.
-
Olympic flag football: Canadian players may be allowed to compete in flag football at the 2028 Los Angeles Olympics, though the regular CFL schedule would not pause. The number of players released would be determined later.
Additional discussions include:
-
Limiting video replay usage and setting stricter time limits for reviews.
-
Exploring alternative playoff formats to increase the importance of the regular season despite the nine-team structure.
-
Potential expansion to a 10th franchise by 2030, contingent on securing a stadium.
-
Confirming planned field dimension adjustments for 2027.
-
Reviewing potential changes to the coaching salary cap.
Together, these initiatives highlight the CFL’s effort to modernize the game while preserving the tradition and competitive balance that define Canadian football.
